  • A CWMP is a document that records the local planning process for reducing the nitrogen pollution that is causing poor water quality. This process is conducted under the guidance of the Massachusetts Department of Environmental Protection (MassDEP). The goal of the process is to evaluate the environmental health of all coastal ponds and estuaries, and develop a plan to reduce nitrogen where necessary to meet the Total Maximum Daily Load (TMDL). The solutions are based on cost effectiveness and environmental impact.
